TAIPEI (Taiwan News) — The Ministry of Digital Affairs (MODA) said Taiwan experienced 697 information security incidents in the public sector in 2023.
According to a recent report from MODA’s Administration for Cyber Security, agencies must report cybersecurity incidents per regulations. The impact of these incidents on confidentiality and integrity determines their severity level, with one being the least severe and four the most severe, per CNA.
Of the 697 cases, level one incidents accounted for 81.78%, level two incidents for 15.78%, and level three for 2.44%. There were no level four incidents.
The majority of reported incidents (63.85%) involved illegal intrusions, followed by equipment issues (12.91%), denial-of-service attacks (4.88%), and web attacks (3.37%).
The administration identified six threats facing government agencies based on their analysis of incident reports and hacker techniques:
- Email account password breaches
- Network device breaches
- Personal data theft through social engineering
- Supplier maintenance errors
- Industrial control system vulnerability
- Cloud services as malicious relay stations
The administration suggested raising awareness through cybersecurity education and training. It recommended users verify file names and avoid attachments like .zip and .exe.
