The carbon dioxide (CO2) leak occurred during the installation of fire suppression equipment at the Hai Long offshore wind power substation at the Changhua Industrial Park. The fire department said there were about 200 CO2 cylinders in the plant.
The accident happened while workers leaked CO2 when filling a cylinder during the installation of fire suppression equipment. Fire officials said CO2 is used to extinguish fires due to the large number of electrical cables in the plant.

Fourteen workers, five of whom were unconscious, were transported to the hospital.
TAIPEI (Taiwan News) — A carbon dioxide cylinder ruptured at an offshore wind farm construction site in Changhua's Lukang Township on Tuesday (Aug. 20) morning.
Ten injured workers had been transported to the hospital as of 11:30 a.m. Three of them were in critical condition and showed no vital signs before being taken to the hospital, per CNA.
The fire department was alerted to the incident at around 10 a.m. Firefighters remain at the scene.
