TAIPEI (Taiwan News) — Police arrested one Taiwanese man and 11 undocumented Thai workers on Thursday after their van had a flat tire.
The National Highway Police Bureau received a report midday about the van with a blown tire inside Hsuehshan Tunnel, per CNA. Strips of tire rubber and wheel parts fell off and damaged the windshields of two cars behind the vehicle.
The van eventually came to a stop near the Toucheng exit on the southbound side of Yilan County's Toucheng Township. Officers found that aside from the driver, a Taiwanese man surnamed Yu (尤), the vehicle was carrying nine male and two female Thai migrant workers illegally residing in Taiwan.

None of the migrant workers were carrying passports or residence permits. Police were unable to contact the agency that arranged their employment, per Tai Sounds.
The Thai nationals have been transferred to the National Immigration Agency's detention center in Yilan County for further processing. Yu has been fined for breaching the Road Traffic Management and Penalty Act after overloading the vehicle.
