TAIPEI (Taiwan News) — Taichung Mayor Lu Shiow-yen (盧秀燕) on Monday presented a Taichung senior citizen card to the first foreign resident to receive the benefits, Canadian Leon E. La Couvee.
The senior citizen card provides NT$1,000 (US$30) in social welfare points per month, including discounts on transportation and medical care. Foreigners over 65 with permanent residency in Taiwan and residency in Taichung are eligible to apply, per CNA.
Lu presented the 69-year-old English teacher and author with the card at Xitun District Office. In turn, he presented Lu with one of his books and used the senior citizen card with its photo image to take a discounted taxi.
Holders can enjoy free bus rides below 10 kilometers and discounted medical treatment. The card also confers holders to free use of public sports facilities such as pools, courts, and gyms.

The Canadian has resided in Taichung for 20 years and has taught at high schools and universities. According to the Taichung City Social Affairs Bureau, he came to Taiwan to accompany his son, who was studying Mandarin at a local university.
Impressed by the culture and compassion in Taichung, he moved to the city permanently. In addition to teaching, he writes books and the blog, “Do Not Be a Wage Slave.”
Taichung City estimated that 400 foreigners are eligible for the card. To apply, foreign residents should bring their updated permanent residency card and a 2-inch color photo taken within two years to their closest district office.
