TAIPEI (Taiwan News) — A man in Taichung has been fined NT$225,000 (US$6,802) for abusing and abandoning a husky.
The man, surnamed Chang (張), adopted the puppy in February 2024 from a friend who was unable to keep it due to an unsuitable living environment. Based on evidence gathered from a complaint and subsequent investigation, authorities determined that Chang repeatedly abused the dog, per CNA.
The city's Animal Protection and Health Inspection Office said Chang often grabbed the dog by the neck to pull it out of its cage, beat it with an iron rod and slippers, and frequently shouted curses at it. Chang broke two provisions of the Animal Protection Act concerning animal abuse and abandonment.
Due to the intentional nature of his actions, the fines were increased to NT$75,000 for abuse and NT$150,000 for abandonment, totaling NT$225,000.
Individuals with a record of animal abuse, abandonment, or past penalties under the Animal Protection Act may be added to an adoption blacklist. When they attempt to adopt from public shelters, the system automatically flags them as ineligible.
Officials say the dog is adjusting well with its new owner. Regular visits and ongoing support will be provided.
