TAIPEI (Taiwan News) — The Ministry of Finance announced on Thursday that provisional anti-dumping tariffs will be imposed on Chinese-made beer and certain hot-rolled steel products.
The MOF's Customs Administration said that the joint investigation with the Ministry of Economic Affairs found that imports of Chinese beer and specific hot-rolled flat steel products are being dumped, causing material injury to domestic producers. In response, temporary anti-dumping duties will be levied from July 3, for a period of four months.
The preliminary determination was made by a tariff rate review panel on June 26. The panel concluded that all Chinese manufacturers involved in the case were engaged in dumping.
For beer, provisional anti-dumping duties will range from 13.13% to 64.14%. Anheuser-Busch InBev Sedrin Brewery Co., Anheuser-Busch InBev Sedrin Brewery Co. (Zhangzhou)., Anheuser-Busch InBev Sedrin Brewery Co. (Wuhan), and Anheuser-Busch Inbev Southeast Sales Co., will face a duty rate of 33.85%.
Kirin Brewery (Zhuhai) Co. will be subject to a 13.13% rate. All other producers or exporters will be subject to the maximum anti-dumping duty rate of 64.14%.
For hot-rolled steel products, provisional duties will range from 16.9% to 20.15%. Baoshan Iron & Steel Co., Baosteel Zhanjiang Iron & Steel Co., and Shanghai Meishan Iron & Steel Co. will face a 16.9% duty, while other manufacturers or exporters will face a rate of 20.15%.
According to Articles 14 and 16 of the Regulations Governing the Implementation of the Imposition of Countervailing and Anti-Dumping Duties, the MOF must issue a final determination within 60 days following the preliminary announcement. If dumping is confirmed, the MOEA will have 40 days to determine whether such practices have harmed Taiwan's industry.
Once the MOF receives the MOEA’s notification of injury, it must submit the case to a review panel within 10 days. The panel will consider the extent of dumping, industrial injury, and broader economic interests before deciding whether to impose definitive anti-dumping duties.
