TAIPEI (Taiwan News) — The new National Defense Report warns of China’s expanding military power and intensified gray-zone coercion, pledging to strengthen asymmetric warfare capabilities and whole-of-society defense resilience.
Hsu Yun-chen (許云甄), director of defense policy at the defense ministry's Department of Strategic Planning, said this year's report is the 18th released since 1992, per Newtalk. In addition to summarizing defense achievements over the past two years, it features 66 photos and 54 infographics to make national defense topics more accessible to the public.
The report is divided into four sections and eight chapters. The Strategic Environment section points out that ongoing US-China strategic competition, Beijing’s military expansion, and frequent gray-zone coercion have heightened regional tensions.
In the Strong National Defense section, the military reaffirms its “resolute defense and multi-layered deterrence” strategy, pursuing “multi-domain denial and resilient defense.” The focus is on agility, asymmetric warfare, and decentralized operations to enhance joint combat effectiveness.
The Foundation of Peace chapter highlights efforts to strengthen security cooperation with the US and partner countries. The military also continues to assist local disaster relief efforts, promote whole-of-society defense resilience, and enhance civil-military integration.
The Defense Management section focuses on building combat capabilities through innovation, defense self-reliance, and efficient resource management. It also aims to enhance the welfare and care of service members.
The ministry said that printed copies of the report are available at government bookstores, while digital versions can be accessed via QR code or downloaded from the ministry’s website.
